A criminal case was opened against billionaire Alexei Shepel over 118 million

Construction magnate and politician Alexey Shepel became a defendant in a criminal case; the man is suspected of fictitious bankruptcy, the damage from which amounted to 118 million rubles. A source in law enforcement agencies reported this to REGNUM news agency.

57-year-old Alexey Shepel is the founder and shareholder of the development company S. Holding, which is engaged in investment and construction of housing and commercial real estate. He led the development of the Luzhkov renovation program and since 2008 has been an adviser to the first deputy mayor of Moscow.

On February 20, a criminal case was opened against Shepel; he is suspected of fictitious bankruptcy. According to investigators, in December 2017, the man entered into an interest-free loan agreement with two businessmen, one of whom is one of the largest developers in the Khanty-Mansiysk Autonomous Okrug. According to investigators, under this agreement, the man received from each of them 75 million rubles, which he was supposed to return after 3 months.

“Unwilling to repay the debt, the 57-year-old suspect decided to initiate deliberate bankruptcy and began to deliberately alienate his property. He made a number of transfers to other people’s accounts totaling 53 million rubles,” the agency’s interlocutor said.

According to the investigation, the construction magnate also transferred his shares of Mosproekt JSC, where he was one of the members of the board of directors, to a third party. Shepel owned 18% of the shares. In addition, investigators believe that the man managed to sell two of his cars through an intermediary. Investigators are confident that by “getting rid” of his property, the suspect deliberately created the appearance of an inability to return money to his creditors. The damage caused was estimated at 118 million rubles.

“Kommersant”, 02/26/2024, “An investor has joined Mosproekt”: The arbitration manager of the founder of the S-Holding construction group, Alexey Shepel, sold his 18% stake in the architectural and design organization Mosproekt JSC. The notice of the conclusion of the purchase and sale agreement is published in the bankruptcy register. The share was acquired by Dmitry Okulich for 80 million rubles. He confirmed to Kommersant the fact of the transaction and added that he plans to submit a number of proposals for the development of the company to the meeting of shareholders and the board of directors.
