It largely depends from whose point of view you see. "Google is Evil" is a phrase that is largely prevalent in the webmasters community where they advocate at least some degree of black-hat and grey-hat
SEO. These guys manage to rule their niche for a few months through use of these techniques, and when penalized later, they put the blame on Google for their downfall.
I was following a very interesting thread on Digital Point last week, where a guy came up with a very frustrated post that he was banned from Google Ad sense program within one month for apparently no reason. Later on, when questioned by some of the other members, he said that he had clicked on his ads just to see if it worked properly, and he was argumentative that it was nothing wrong to test-click the ads. The fact is, its in the Adsense TOS, and other than that, nothing else matters.
Google would not bend its rules to just retain a few of their notorious customers. In fact, people who are penalized by Google are like the "specks of dust" in the whole Google Galaxy. And this negligible minority usually "blow the horns" the loudest.... giving the false impression that there are many victims of Google's policies.
